In February 1984, the European Parliament adopted the Treaty Establishing the European Union by 237 votes to 31 with 43 abstentions. The Treaty had been drafted by Altiero Spinelli (1907-1986).

 

It is instructive to compare this relatively short and readable draft from 1984 with the Treaty establishing a Constitution for Europe from 2004, and with the Treaty of Lisbon from 2007.
