Should Spinelli's treaty be revived? This site offers the text of the 1984 EU Treaty in French and in English.

In February 1984, the Treaty Establishing the European Union was adopted by the European Parliament by 237 votes to 31 with 43 abstentions. This Treaty became known as The Spinelli Project after its author Altiero Spinelli (1907-1986).
